� a <br /> Our Missiow To work together to resposihty grow our communiiry, and to provide quality,cost-effective.and eificlent gowemment servIem. <br /> CC Regular Session 7. 6. <br /> Meeting Date: 03/28/2017 <br /> By: Colleen Lasher,Administrative <br /> Services <br /> Information <br /> Title: <br /> Adopt Resolution 417-03-066 Appointing and Re-appointing Board and Commission Members <br /> Purpose/Background: <br /> The purpose of this case is to appoint and re-appoint members to the City's Boards and Commissions.The City Council is <br /> responsible for appointing board and commission members to the Economic Development Authority, the Environmental Policy <br /> Board, the Park and Recreation Commission and the Planning Commission. <br /> Staff conducted the annual boards and commissions recruitment process for terms beginning April 1, 2017. Vacancies were <br /> advertised in the Ramsey Resident, the Anoka County Union, on the City's website, on the City's community sign, on QCTV, on <br /> the City's Facebook, and via the city's email notification system. Board or commission members with terms set to expire on <br /> March 31, 2017, were contacted and asked if they desired reappointment or not. If yes, each member submitted a letter of <br /> interest and the Chair or Vice Chair of the respective commission was invited to submit their recommendations. <br /> The City Council reviewed the incumbents' materials and it was the consensus of the City Council to reappoint the following <br /> incumbent members to new terms beginning April 1, 2017. <br /> Glen Hardin to the Economic Development Authority for a 6-year full term <br /> Jane Covart to the Environmental Policy Board for a 4-year full term <br /> Russel Bayer to the Park and Recreation Commission for a 4-year full term <br /> Cindy Nosan to the Planning Commission for a 1-year partial term <br /> Ten new candidates were interviewed by City Council. By consensus, the City Council recommends the following individuals be <br /> appointed to the City's boards and commissions. <br /> •Jennifer Leistico to the Park and Recreation Commission for a 4-year full term <br /> • Charles Tchuinkwa to the Park and Recreation Commission for a 2-year partial term <br /> . Cheri Gengler to the Planning Commission for a 4-year full term <br /> Notification: <br /> Economic Development Authority: It should be noted, per Minnesota Statue 469.095, the Mayor appoints members <br /> to the Economic Development Authority(EDA)with the approval of the City Council; all other board and commission members <br /> are appointed by the City Council. <br /> Planning Commission: The Planning Commission is a seven member commission. In the last year the commission <br /> experienced three unexpected vacancies. Ms. Cindy Nosan's current term will expire on March 31, 2017. Ms. Nosan has been <br /> on the commission since 2013 and brings with her years of experience.Although it is anticipated that Ms. Nosan will serve only <br /> through March 31, 2018, the City Council discussed the importance of retaining her on the commission. Therefore, it is the City <br /> Council's intent to re-appoint Ms. Nosan at this time and then appoint Mr. Matt Woestehoff to the commission, effective April 1, <br /> 2018 when Ms. Nosan is no longer serving. In the interim, Mr. Woestehoff will be involved with the Comprehensive Plan <br /> Steering Committee. <br /> Terms of Office: Except for members on the EDA, which serve six-year terms, all other commission members serve <br /> four-year terms. <br /> Funding Source: <br />
