City Attorney Goodrich said the ordinance was adopted in 1978. <br /> <br />Mr. Villeneuve said he believed that when the City of Ramsey was just a <br />township, there was only allowed one animal in that much acreage, which <br />is four acres. <br /> <br />Mr. Nugent said he is on 150 acres, not four acres. <br /> <br />Councilman Cox said in the period of time near the transition of Ramsey <br />from township to city, the city enacted an ordinance on horses, but there <br />Was no ordinance at that time which said no goats, pigs or cows on any <br />parcel of land in the City of Ramsey. <br /> <br />Mr. Villeneuve said this is the third year that this matter has been pursued <br />and it has been blown out of proportion. He believes the City Council has <br />shunned its responsibility in this case. He requested the City Council <br />get this cleared up as soon as possible so they could all go.ahead and <br />pursue their own interests. He said the most offensive to him is the <br />weekends when it is most convenience for Mr. Nugentto clean out his barns <br />because he can't have friends in and have a barbecue outside because of the <br />smell. Also, it has posed a property, depreciation for him bemides the fact <br />there are numerouse flies because of Mr. Nugent's manure pile. <br /> <br />Mr. Nugent said he is raising pigs to sell. The Pollution Control Agency. <br />is not concerned and he has a letter from them which everyone received. <br />He said he didn't want to get rid of the pigs unless a judge tells him he <br />has to. <br /> <br />Mr. Glen Rishner, 6200 - 177th Lane <br /> <br />Mr. Rishner said Mr. Nugent has his hogs right on the border of his land <br />and has all these animals on about a quarter of an acre~and the pen is not <br />cleaned out every night. <br /> <br />Councilman Reimann said there is nothing that can be done tonight. It will <br />have to be resolved in court. <br /> <br />Councilman Cox said he didn't agree with some aspects of the ordinance. He <br />said he felt that people who have a good amount of'acreage should be able <br />to have livestock. He asked if there was anything that could be done as <br />far as making things so they are not so offensive'to the neighbors. <br /> <br />Mr. Nugent said nothing could be done without great expense. <br /> <br />Councilman Reimann said the city has to live with the ordinance because <br />it is the law pending right now. <br /> <br />Councilman Cox told Mr. Nugent that in the eyes of his neighbors, he has.a <br />nuisance. <br /> <br />The meeting recessed at 9:30 p.m. <br /> <br />The meeting was called'back to order at 9:45 p.m. <br /> <br />C/June 10, 1980 <br /> Page 7 <br /> <br /> <br />
