ABOUT THIS REPORT <br /> <br /> During the 1980 session, the Minnesota Legislature <br />enacted the Waste Management Act of 1980, which was signed <br />into law by the governor on April 14, 1980. <br /> <br />Article X, Subdivision 2 of the law states that: <br /> <br />"By July 1, 1980, the Metropolitan Council shall adopt by <br />resolution an estimate of the added solid waste <br />disposal capacity needed in the appropriate <br />the Metropolitan Area in annual increments through__the <br /> <br />year 1990 and thereafter in five-year increments th$oug.h ~ <br />the year 2000. The Council's estimate shall be~_ase.d_ - <br /> <br />upon existing and projected solid waste generation rates ....................... <br />without regard to potential waste.reduction, separation, ................. <br />and recovery activity except that provided by services ......... ~_.. <br />and facilities in opera~ion or under construction." _ _ _ ~ .. <br />(Underlining added). <br /> <br /> This report fulfills the Metropolitan Council's responsi- <br />bility as designated in Subdivision 2 of the law. The <br />Council will prepare other reports as required by other <br />sections of the law. <br /> <br /> In this report, the Council has used counties as the <br />"appropriate sectors of the Metropolitan Area" in Subdivision <br />2. "Appropriate sectors" could be interpreted to mean either <br />(1) geographic areas such as counties, or (2) solid waste <br />generation sectors such as domestic, commercial and <br />industrial components. However, other sections of the law <br />mandate significant responsibilities to the counties.
