4. Feasibility Study for Street Improvements Regarding 177th Avenue N.W., <br /> <br />Tonto Street N.W., 178th Lane N.W., Salish Circle, 179th AYenue N.W. and <br />Yakima from 178th Avenue N.W. to 179th Lane <br /> <br />City Engineer Raatikka said on Yakima Street, the area right south of <br />179th Avenue N.W., there is a sand street on top of pete and it is on a <br />swamp area. He said to build that street to be like the others around <br />there would be very costly. He proposed blacktopping it like a driveway <br />as just one lane. He explained there are two people using that street <br />and they voted "no" on the petition. He asked if the city could assess <br />~hem. He said he didn't feel the road should be btuilt up because it is <br />not going to go any place. <br /> <br />Councilman Mickelson said he felt they should be charged some part, but <br />how much he didn't know. <br /> <br />City Engineer Raatikka said there is a 66' right-of-way there, but it is <br />not an accepted road. He recommended that it be charged to just these <br />two people. It is going to cost an additional $7,000 or $8,000 to bring <br />it up to code. He recommended excavating just'a 14' strip. <br /> <br />City Administrator Schnelle said it would be best to leave the two people <br />out of the assessment. <br /> <br />Councilman Reimann directed City Engineer Raatikka to present it <br />at the public hearing without this street but to have figures there of <br />the cost to put it in. Then down the line, if they want to upgrade it, <br />they would have to pay the whole cost. <br /> <br />A resident who lives at 4910 - 179th Ave. N.W. said there are some problems <br />with the soils type and a problem with rolling terrain in his area. He <br />said it is all swamp there and there has been a washboard effect every <br />since he had lived there. He felt the whole area does benefit by it. <br />He asked the City Council to divide the assessments of the improvements <br />equally by all homeowners in the area. He asked how stable the mill <br />rates are going to remain, and~if there would be a significant increase. <br /> <br />Councilman Reimann said the more things that the people in the city demand, <br />the higher the mill rate. <br /> <br />Councilman~tickelson told the resident that he was proposing that the city <br />assess the two homeowners on the particular'street mentioned an equal <br />amount, but the city would have to upgrade that road and add the cost <br />to all th~ homeowners in the area in that case. <br /> <br />Motion by Councilman Mickelson and seconded by CounciLman Sorteberg to <br />adopt Resolution #80-49 Receiving Report and Calling Hearing on Street <br />Improvement for June 16, 1980 for 177th Avenue N.W., Tonto Street N.W., <br />178th Lane N.W., Salish Circle, I79th Avenue N.W. and Yakima from 178th Avenue N.W. <br />to 179th Lane N.W. <br /> <br />Motion carried. Voting yes-Councilmen Reimann, Sorteberg, Mickelson 'and Cox. <br />Voting no-None.
