In 1975, a Solid Waste Energy and Resources Recovery <br />Study was prepared for Hennepin County by consul~_ants <br />Henningson, Durham and Richardson' (HDR) and Harry-S. Johnson <br />Companies. Much of the data in the report, particularly <br />waste generation rates, has been used in subsequent'~ana~yses <br />and projections of solid waste generation in th~Twih Ci~-ies-- <br /> <br />Metropolita Area. '~'~' -. <br /> <br /> The most recent use of HDR data is a study by Pope-Reid <br />Associates, Inc. for the Metropolitan Inter-County Associ- <br />ation.. Interim Study I, Background Study for Solid Waste ....................... <br />Master Plans (Jan. 10, 1980), gives estimates <br />generation by county and for the entire Metropolitan Area by <br />five-year increments for the period 1980 through 20~0. <br /> <br /> The waste generation projections and estimates Of' added <br />solid waste capacity needs in this report are-baSed primarily <br />on a review and comparison of the Pope-Reid report and the <br />Council's 1979 solid waste management plan, with reference to <br />the 1975 HDR report when necessary. <br /> <br />DISPOSAL FACTORS CONSIDERED <br /> <br /> The amount of added solid waste disposal capacity needed <br />depends on five factors: (1) existing capacity, (2) <br />currently proposed landfill expansions, (3) estimates of the <br />amount of solid waste (by weight) that can be accomodated in <br />a given volume of landfill, (4) amount of solid waste <br />generated, and (5) the use rate of landfills in the Area. <br /> <br /> Of these factors, the use rate of landfills is the only <br />one on which there is a significant difference of opinion <br />among solid waste management personnel in the Area.
