RESOII/flON NO. 80-60 CITY OF RAMSEY ANOKA OOUNTY, MINNESOTA WHEREAS, the City Council of Ramsey presently has a solid ~aste landfill operating within its oorporate boundaries, and WHEREAS, there exists in the City of Ramsey an adelitional eighty (80) acres adjacent %0 the existing landfill site which could possibly be used for additional landfill dumping, and WHEREAS, by far the most use of the landfill site is .for refuse generated by the entire seven'(7) county .~tropolitan area, and relatively insignificant anount of refuse brought to the site is attributable to citizens of Ramsey, and klqEREAS, the City of Ramsey suffers the financial costs because of ~the fol'lowing fac%0rs in relation to the landfill operation: a) Continual citizen complaints regarding refuse litter, potential pollution of ground water and the geneI-al adverse environemental effect of the site. b) The necessity to monitor the relevaant State and County regula%0ry agencies %0 insure that they are properly performing their function as often times these agencies do not fully perfo~n their duties. NOW, THEREFORE, the City Council of Ramsey reSOlves: 1. That the landfill located in the City of Ramsey is a serious financial burden on the City. 2. That the entire seven (7) county M~trotxSlitan area benefits frcm tt~ land- fill. 3. That the City of Ramsey is subsidizing for the benefit of all residents of the Metro area the landfill which in effect is a Metropolitan facility. 4. That the City of Ramsey and other cities where /andfi] ]~ are located should not be put into the position of singly subsidizing such major Metropolitan facilities and should, therefore, receive special, favorable consideration in the allocation of grants in aid, State aids, M~A funds and levy limitations.
