Statutes requires the- <br />Local Boards of Review to.complete their work and <br />adjourn within 20 days from the time of convening, <br />unless a longer period is approved by the Commissioner <br />of Revenue. The statute provides that no action taken <br />subsequent to such date shall be valid. <br /> <br />At issue is a resolution of the Local Board of Review <br />of the City of ,Ramsey, which you informed me was <br />adopted within the 20-day period. The resolution <br />directed the city assessor of the City of Ramsey to <br />reduce the'land and building valuation established for <br />1980 to 70% of the difference between the 1980 and 1979 <br />valuation on certain types of land and buildings. The <br />types of land and buildings are set forth 'in the resol- <br />ution. The resolution also referred to a list of property <br />affected by the action taken. Your office has reviewed <br />this list, and the following problems emerged: <br /> <br />The list of lands includes some property not <br />embraced within the definitions set forth in <br />the resolution and omits some-property which <br />clearly is included in the resolution. <br /> <br />g <br /> <br />Numerous clerical errors relating to dollar <br />values were made in the list. <br /> <br />You have requested our opinio~ on whether the County <br />Assessor may, after the expiration of time in which <br />the Board of Review may act, change the list submitted <br />by the City of Ramsey to conform to the resolution <br />adopted May 29, 1980. <br /> <br />It is our opinion that the County Assessor may follow <br />the unambiguous intent expressed by the resolution <br />dated Hay 29, 1980, regardless of the clerical errors, <br />so long as the total of adjustments does not lower the <br />aggregate assessments made BY the County Assessor by <br />more than 1%.
