THIRD cuT CRITERIA <br /> <br />The Third Cut Evaluation Criteria address the following subject <br />areas: <br /> <br />3. <br />4. <br />5. <br /> <br />Available rights-of-way <br />Available background studies - <br />Potential for development (or redevelopment) <br />Representative of different service characteristics <br />Representative of different collection and/or distribution <br /> needs <br />Unresolved capacity deficiencies in the corridor <br /> <br />The following text indicates how each corridor differs in each of <br />the criteria categories. Finally, a summary table of the criteria <br />ranking for each corridor is shown to assist in determining the <br />corridors to be selected for the~study (Table 4). <br /> <br />Available Rights-Of-Way <br /> <br />Most of the high or medium ranked corridors from the Second Cut <br />Evaluation contain one or more railroad and/o~ highway <br />rights-of-way. The exception is Minneapolis South in which the <br />available rail right-of-way is not continuous to the CBD. It ends <br />near the 62nd Street Crosstown. There is also no street or <br />highway corridor right-of-way readily available. <br /> <br />Conversely, the St. Paul West-Minneapolis East corridor and the St. <br />Paul North/Northeast corridor have several rail rights-of-way which <br />might be feasible for Light Rail Transit. There are also parallel <br />road alignments which might be incorporated in a light rail line <br />right-of-way. <br /> <br />Available Background Studies <br /> <br />Different types of background studies have been completed for the <br />corridors being evaluated. The Minneapolis South and St. Paul <br />North/Northeast corridors have had very detailed Subarea Studies <br />completed which included a component on-transit as well as land use <br />reorganization. <br /> <br />Less detailed studies have been completed on the 1-394 <br />corridor (Minneapolis West/Southwest) and for the St. Paul West- <br />Minneapolis East corridor~ These studies did not analyze rail <br />transit potentials specifically, but mode choice, land use, <br />and redevelopment were studied and can provide considerable data. <br /> <br />The remainder of the corridors also have been analyzed but those <br />studies are less applicable to the LRT Study. <br /> <br />Potential For Development Or Redevelopment <br /> <br />The assignment of rank for this variable is subjective. Present <br />planning, renewal, and programs provide the greatest <br />potential in the St. Paul West-Minneapolis East corridor. <br /> <br /> <br />
