PUBLIC HEARING <br /> City of Ramsey <br /> Anoka County <br />State of Minnesota <br /> <br />Pursuant to due call and notice thereof, the Ramsey City Council held a <br />public hearing regarding Street Improvement Project, Whispering Pines Plat #2, <br />on June 16, 1980, at the Ramsey Municipal Center, 15153 Now-then Blvd. N.W., <br />Ramsey, Minnesota 55303. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilman Sorteberg <br />Councilman Reimann <br />Councilman Mickelson <br />Councilman Cox. <br /> <br />Also Present: <br /> <br />City Engineer Raatikka <br />City Administrator Schnelle <br />City Assessor Wirz <br /> <br />Mayor Gamec called the meeting to order at 1~:05 p.m. <br /> <br />Mayor Gamec said City Engineer Raatikka would review the project, including the <br />cost and type of street to be put in. <br /> <br />City Engineer Raatikka said the proposed project includes cost of grading, <br />paving, Class V Gravel and restoration. He explained it will be up to the <br />individual owners to take care of their own driveways, with the exception of a <br />one-foot apron which would be provided on all driveways to protect the edge <br />of the pavement. He said the proposed street section'is a rural=type street <br />section as is presently in the area right now. The street section proposed <br />consists of a 3" gravel base with a 1~" bituminous surface. He said this base <br />and surface has been used throughout, the city with favorable results. <br />There will be a one-year maintenance bond by the contractor at the time of <br />construction; therefore, if there are any maintenance problems within the year <br />following construction, they would'be taken care of by the contractor. <br />The estimated costs of the project are $37,975 for bituminous surfacing, <br />$17,600 for Class V Gravel, $8,725 for Grading and Widening, and $13,000 <br />for restoration and culvert cleaning. $77,300 is the estimated construction <br />cost, plus contingencies, engineering g administrative costs of $19,325 for <br />a total estimated cost for street improvement of $96,625. It is proposed <br />to assess the project using a unit basis. The cost is divided between 52 units <br />for a total of $1,858.17 per unit. At 10% interest for 10 years, the annual <br />unit cost is $302.51. <br /> <br />Mayor Gamec said the closest time the city is looking at putting in sewer <br />& water in this area is possibly 15 years, but with possible pollution <br />problems, it could come sooner. <br /> <br />Mayor Gamec said construction would start at approximately the end of July <br />or the first of August. <br /> <br />Public Hearing <br />June 16, 1980 <br /> Page 1 <br /> <br /> <br />
