One issue that is still not resolved is the minimum
lot size question. The City is still maintaining that they have adequate
standards and regulations to permit 2.5 acre minimum lot sizes .with on-si're
sewage disposal s~,stems. A copy of the City Code regarding Sewage
Disposal Systems7 (Enclosure 2), and a copy of the City Code regarding
Soils - (Enclosure 3) is enclosed. These are the documents by which the
City feels that this may be ac. complished without causing contamination
problems which might call, for premature sanitary sewer in the City.

The Cri'~ical River Area Plan contains the ordinance for that area.
Please review 'the policies contained in the Plan and the ordinance which
the City will use to enforce the necessary controls of the policies.

A draft of the Land Use Plan is also enclosed for your review. This
document, Enclosure 3, relates in detail how the City intehds to best
use the land.

We are facing a very limited time schedule for getting the WiId& Scenic
Ordinance thr.ough the public hearing process and final approval. There-
fore, we would appreciate any expediency you can assert on this issue.
