Water Pollution: Adequate water supply and sewage dispos- al facilities shall be provided in accordance with state and local regu- lations. 170.017 TI']~OPC~RY CONDITIONAL USE PERMITS 170.0] 7A PLJRPOSE Certain uses that are generally not suitable within a particular zoning district are potentially suitable on a temporary basis. This may be due to the ]ack of development on existing property, to a short-term need (such as highway construction), or to the limited degree of adverse effects upon adjacent land use. Although such uses may not be consonant with the uses authorized by this chapter for a particular district, the state of development may make it advantageous to allow certain temporary uses by conditional permit, in accordance with the following. 170.0 ] 7B App]ication for a temporary conditional use permit shall be made to the zoning officer and no temporary conditional use permit shall be granted for a temporary use, unless tbe zoning officer shall find that: a. Adjacent vacant land is not yet ready for development or will not be affected by the proposed use; b. Adjacent developed land will not be adversely affected by the proposed use because of traffic, noise, dust, smoke, unsightliness; c. The period of time for which the Temporary Condi- tional Use Permit is to be granted will terminate before any adverse effects are felt upon adjacent property; d. There is adequate assurance, guaranteed by perform- ance bond, if necessary, that. the property will be ].eft in suitable condition after the use is termin- ated. 170.017C USES WHI(]~ MAY BE Gl\tEN A T~fPORARY CONDITIONAL USE PEP~MIT If the above conditions are met, Temporary Conditional Use Permits for specitied limited periods of time may be issued for the following: a. Blacktop or crushing plant for highway materials; b. Carnivals or circus for period not to exceed twenty-one (21) days; c. Christmas tree sa±es; d. Excavating business- sand, gravel or black dirt; e. Stockpiling oi materials for use in highway construc- tion;
