Cable DEHANDS Honorable Mayor and Members of the City Council, City of Ramsey, Minnesota: We have examined the financial statements of the various fund types and account groups of the City of Ramsey (No. 24-2-002-903) for the year ended December 31, 1979, and have issued our report thereon dated March 7, 1980. Our examination was made in accordance with generally accepted auditing standards and, accordingly, included such tests of the accounting records and such other auditing procedures as we considered necessary in the circumstances. In connection with our examination, we also (1). performed tests of compliance with the Revenue Sharing Act and regulations as required by Section II.C.3 of the "Audit Guide and Standards for Revenue Sharing and Antirecession Fiscal Assistance Fund Recipients" (Guide) issued by the Office of Revenue Sharing, U.S. Department of the Treasury, and (2) compared the data on Bureau of Census Fo~m RS-8 and Form Rs-gc (Use Report) with the audited records of the City of Ramsey as required by Section II.C.4 of the "Guide". Based on these procedures, we noted no instance of non-compliance with the regulations during the year ended December 31, 1979, and no material differences between the data on Bureau of Census Form RS'-8 and Form RS-gC (Use Report) and the records of the City of Ramsey for the year ended December 31, 1978, except as follows: 1. City of Ramsey did not publish notice of availability of the Use Report (Form RS-gC)to the public within the required deadline. 2. City of Ramsey did not have any procedures to ascertain if contractors were in compliance w~th the Davis-Bacon Act.
