:~ARTMENT OF THE NAVY <br /> NAVY RECRUITING DISTRICT <br /> FEDERAL OFFICE BUILDING <br /> <br />2ND AND WASHINGTON AVENUES, SOUTH <br /> <br /> .MINNEAPOLIS, MINNESOTA ~;~401 <br /> <br /> IN REPLY REFER <br /> <br />16 May 1980 <br /> <br />To: Principals and Counselors of High Schools <br /> <br /> This week, Governor Quie has signed a letter addressed to <br />Superintendents of schools defining "directory information" <br />and identifying the need recruiters of the 5 branches of the <br />military services have for this information. <br /> <br /> The Governor's letter quoted sections of both the federal <br />and state laws regarding conditions for disclosure of directory <br />information. Of particular importance is the following <br />excerption fram the Public Law 93-380, amended by Public Law <br />93-568, Section 99.37 "Conditions for the disclosure of <br />directory information": <br /> <br /> (c) An educational agency or institution which wishes <br />to designate directory information shall give public notice of <br />the following' <br /> <br /> (1) The categories of personally identifiable <br />information which the institution has designated as directory <br />information' <br /> <br /> (2) The right of the parent of the student or the <br />eligible student to refuse to permit the designation of any or <br />all of the categories of personally identifiable information <br />with respect to that student as directory information: and <br /> <br /> (3) The period of time within which the parent of <br />the student or the eligible student must inform the agency or <br />institution in writing that such personally identifiable <br />information is not to be designated as directory information <br />with respect to the student. <br /> <br /> A school district or high school that chooses to follow <br />the process for disclosure of directory information should <br />notify parents and eligible students of the nature of directory <br />information and the process by which 'it is released; namely, the <br />school first contacts the parents with the definition of <br />directory information and second gives the parents or eligible <br />students the right to refuse in writing the designation of <br />personally identifiable information with respect to that student. <br /> <br /> The Interservice Recruiting Council of the military <br />services has developed a plan to centralize collection of <br />directory information data and dissemination of the data to the <br />various branches of the military services.
