26 June 1980

1~1~t80 Bowers Dr

Mr. Lloyd G. Schnelle
City Administrator/Clerk
City of Ramsey
1~1~3 Nowthen Boulevard hR~
R~msey, Mn ~5303

Dear Mr. Schnele;

Thank you for your letter of 6-24-80.

Lloyd, I told Arnte when I called him I was reluctant to make
the call because I was afraid this is the way it would be interpreted.
Let me set the record straight. I did not call to complain! I
called with a suggestion for improvement on a maintenance job which
has been excellent for years but which, with a little aforethought,
cotuld be tremendous. I am saddened your office decided to call my
effort a "complaint".

The entire gist of my call was to suggest that the blade
operator slow down his machine while simultaneously lowering the
blade. In so doing, this should eliminate the "washboard" which
is now in existence. Logically, it would appear that with a
~achine the weight of that road grader with the blade set at the
depth it has been set, operated at the speed that it has been, the
machine will begin a bouncing pattern thereby causing the washboard
effect ~ich is now in existence. If you consider this for a
moment, I'm sure you'll agree. It should logically follow that
if this were attempted and the effort sucessful, the city would
be able to cut down on the road maintenance required for this
stretch and wind up saving money!

I must further suggest that your office make an on-site
inspection at a time other than when the blade is working the
road. 0nly in this way can my remark~ be illustrated clearly.

Please convey to ~r. Buchite that my call was not a "comp]aint"
against him personally but only an attempt to help the city
got the ~ost out of its tax dollar. ~i.

SinCere~l~, /-;

Irl G.
