\%. association of metcojoo![f, gn mun c pa l ee June 30, 1980 Dear Mayor and Chief Administrative Officer: The 1980 Census has been taken and results will be available during the 1981 legislative session. As it stands today, cities with populations reaching 2,500 or more as a result of the 1980 census, will be included in the LEVY LIMITATION Law, Chapter 275.50. As a service, the Association of Metropolitan Municipalities has identified those cities likely to be included in Levy Limitations. Your city is one of those which may be included. Prior to your 1980 budgeting for 1981, you should be aware of what to expect in the future based on the experience of the 167 cities currently covered by levy limits. Your actual general fund levy payable for 1981 will most likely become your levy limit base for future years. This base,and thus your levy, will only be allowed to grow at 8% per year. Experience and statistics indicate this is not sufficient to meet rising costs, especially if the base Ievel was established during a conservative or austere budget year. Levies for capitol improvement bonds will not be included in establishment of the base for determining future levy growth. Because of the great difficulties cities have experienced in the past with levy limitations due to mainly their starti.ng point, the levy in the year the base was established, the A~.! feels an obligation to at least make you aware of what will most probably happen to your city within the next year. The AMM annually sponsors a levy limit seminar and urges you or someone from your city to attend this year. It will be held July 31, 1980, and a notice and reservation form will be forthcoming soon.
