11) In the past the City Council has not required emergency accesses <br />to provide for the public welfare and safety of the residents. <br /> <br />12) That the responsibility for the five unit assessments for the <br />improvement of Germanium Street had been resolved between the property <br />owners and if the remaining land not included in this plat is not <br />adequate to be subdivided into three units the proposed plat should be <br />assessed three units. Also, all assessments should be paid prior to any <br />subdivision of the property because the assessments follow the land <br />regardless of how the land is subdivided. <br /> <br /> <br />
