Honorable Mayor and City Council
City of Ramsey
July 18, 1980
Page 2

To provide better drainage to the storm sewer and since portions of the ditches have
been filled in, we would recommend that the streets be ultimately improved in accor-
dance with the City's standard urban street sections. For Rivlyn Avenue the standard
section would consist of a 31 foot wide street with concrete curb and gutter as shown
on plate no. RTS01 and for Tungsten and Front Streets it would consist of a 41 foot wide
street as shown on plate no. RTS04. Estimated costs for the ultimate streets are shown
in Tables I and II along with proposed assessments for a typical lot 100 feet in width.
Due to the large variation in lot sizes it is proposed to assess the streets on a front
foot basis.

TABLE I ESTIMATED COSTS
URBAN STREETS FOR TUNGSTEN AND FRONT STREETS

Total Cost
Total Assessable Front Feet
Cost Per Front Foot
Cost Per 100 Foot Lot
Annual Cost Per 100 Foot Lot *

$ 58,625
1767
$ 33.18
$ 3318
$ 540.17

TABLE II ESTIMATED COSTS
URBAN STREET FOR RIVLYN AVENUE

Total Cost
Total Assessable Front Feet
Cost Per Front Foot
Cost Per 100 Foot Lot
Annual Cost Per 100 Foot Lot *

26,125
2071
12.61
1261
205.29

*Based on 10% interest over 10 years

Since the proposed project is located in the 1990 Urban Service Area, we would not
recommend construction of the streets to ultimate standards until services are
constructed. As an alternate to the ultimate street sections the City may wish
to consider the proposed suburban street section as shown on Exhibit B for Tungsten
and Front Streets. For Rivlyn Avenue, we would not recommend any improvement other
than the drainage inlets to the storm sewer. Estimated costs for the proposed suburban
streets are shown in Table III.
