PROPOSED RESOLUTION RESOLUTION ON MINNESOTA CO~UJNITIES: PLANNING FOR THE FUTURE WHEREAS, the City Council of the City of Ramsey, Anoka County, State of U~innesota endorses the Governor's Forum for ~iinnesota Communities: Planning for the Future. The Ramsey City Council wants to see positive steps taken in this planning forum in the following areas: Legislation enacted to eliminate the vast inequities in the distribution of State Local Aids to communities. Legislation enacted to eliminate tax laws that encourage industry to locate in our State and industry that is located here to grow. Currently, our State tax laws ~ ~ create the opposite. fj.yk WHEREAS, the City Council of the City of Ramsey, Anoka County, State of Minnesota recognize the need for energy conservation they have difficulty in understanding certain legislation in this area: Legislation that state out state communities do not need to have a building inspector to inspect their new homes to insure that they are meeting energy codes on all new construction on residential/commercial. Energy is going to be a major problem for farmers, in- dustry, commercial and residential use. WHEREAS, the City Council of the City of Ramsey, Anoka County, State of Minnesota agrees that transportation is a very serious factor in the future for the. State of Minnesota. Due to the fact that Minnesota is a very large State with many roads to maintain this is going to be a very serious factor cost wise. WHEREAS, the City Council of the City of Ramsey, Anoka County, State of Minnesota, agrees that the Minnesota Education system is a vital issue. However, it feels that the State is going to have to come to grips on the number of colleges and state universities it can afford to maintain. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RA}~SEY, STATE OF MINNESOTA, as follows: 1) Legislation regarding certain State laws that create serious inequities or growth problems:
