PROCEEDINGS OF THE CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A regular meeting of the Ramsey City Council was held on July 8, 1980, at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota 55303. Members Present: Mayor Gamec Councilman Sorteberg Councilman Reimann Councilman Mickelson Councilman Cox Also Present: City Engineer Raatikka City Attorney Goodrich City Administrator Schnelle Building Official Berg Mayor Gamec called the meeting to order at 9:00 P.M. CITIZEN INPUT Mr. Smith, 15250 Iguana. St.' N.W. Mr. Smith questioned city residential and commercial zoning because people are putting up automobile body shops and greenhouses in their yards. He felt.the City coUncil should know what is happening in the city. He wanted to know what the policy on this was, so people can't have body shops on an acre of land in this area. Mayor Gamec said the present ordinance would deny that sort of things unless they came in for a vsmiance. If the person-requests a variance, the city will have to hold a hearing. If the council denies him and he does it any way, the city will have to take it to court. In other cases such as this, the court has voted in favor of the resident. Councilman Reimann said the city has an ordinance again businesses in residential areas. Mayor Gamec said the council generally would deny anyone coming in now, but the existing ones ape going to do it anyway. It takes two to three years just to get into court. The City Attorney is working now on going to court with some cases of this kind. City Administrator Schnelle said the best approach is to get all the neighbors and the one they are complaining about together at City Hall to work it out. Mayor Gamec said no court wants to handle these kind of problems. If the person is stubborn enough and wants to go to court, it can take up to two to three years. C/July 8, 1980 Page 1
