Gamec <br />Mayor of Ramsey <br />Ramsey, Minnesota 55303 <br /> <br />Dear Mayor GAmec: <br /> <br />I will address your questions in reverse order by stating <br />we will be happy to attend a meeting with your people. <br />New legislation would certainly be a tOPic we will include <br />and we will explain the changes we plan to make in <br />estimating market value for tax purposes. <br /> <br />We have attended many meetings throughout the state in <br />recent months and would be available to attend one set <br />for your convenience. You should schedule the meeting and <br />advise us of the time and place. We will be happy to attend. <br /> <br />It is very early in the year to predict what legislation is <br />likely to be enacted. We will advise you of any bills that <br />have been brought to our attention, especially those <br />concerning the market value of property. <br /> <br />People buy and sell property and those individual sales <br />establish the market value. The assessors must follow the <br />trends set by these sales and in this procedure a "lag <br />time" is inevitable. The assessor is bound to undervalue <br />the property during a period of inflationary years and <br />likewise the assessor could value the property in excess <br />of the current market during a period of recession years. <br />The problem is inherent with the system and reducing the <br />"lag time" is under study and will be discussed during the <br />meeting. <br /> <br />We have been informed that the changes made during your <br />Board of Review were excessive and resulted in all of the <br />changes being declared invalid.
