STATE OF MINNESOTA

DEPARTMENT OF REVENUE

CENTENNIAL OFFICE BUILDING
SAINT PAUL, MINNESOTA 55145

PHONE: 2 9 6-- 3 4 0 1

July 3, 1980

The Honorable Thomas G. Gamec
Mayor of Ramsey
Ramsey, Minnesota 55303

Dear Mayor GAmec:

I will address your questions in reverse order by stating
we will be happy to attend a meeting with your people.
New legislation would certainly be a tOPic we will include
and we will explain the changes we plan to make in
estimating market value for tax purposes.

We have attended many meetings throughout the state in
recent months and would be available to attend one set
for your convenience. You should schedule the meeting and
advise us of the time and place. We will be happy to attend.

It is very early in the year to predict what legislation is
likely to be enacted. We will advise you of any bills that
have been brought to our attention, especially those
concerning the market value of property.

People buy and sell property and those individual sales
establish the market value. The assessors must follow the
trends set by these sales and in this procedure a "lag
time" is inevitable. The assessor is bound to undervalue
the property during a period of inflationary years and
likewise the assessor could value the property in excess
of the current market during a period of recession years.
The problem is inherent with the system and reducing the
"lag time" is under study and will be discussed during the
meeting.

We have been informed that the changes made during your
Board of Review were excessive and resulted in all of the
changes being declared invalid. The County Board of

AN EQUAL OPPORTUNITY EMPLOYER
