TO: ]~ayor and City Council <br /> <br />FROM: City Administrator <br /> <br />RE: Staff Report <br /> <br />1) General: The City Staff are engaged in the following areas; <br /> <br />a) Annual Operating'Budget for ~981: This has been com- <br />pleted and is now ready for the Council Budget Committee <br />to review. <br /> <br />b) Five Year Capital Improvement Program Budget for 1981 <br /> <br />through 1985: This is basically ready for the Council <br />Budget Committee to review. <br /> <br />c) Election: Due to the large work load, I have delegated <br />this over to Arlene. This doesn't mean she has a free time <br />£rame; it just means something else will be put on the back <br />burner until the elections are out of the way. <br /> <br />d) Zoning and complaints: This is a real consumer of man <br />hours smd the least productive. It is here we are curtail- <br />ing follow up work. <br /> <br />2) Ramsey Landfill: This has been covered in the Council agenda so I <br />won't elaborate on it. However, does Cotuncil intend to create a Ramsey <br />Landfill Commission? We did advertise for volunteers to serve on this <br />Commission and didn't receive any applicants for it. <br /> <br />3) Legislation: Council has indicated they wanted to engage in the <br />following legislation areas: <br /> <br />a) Property tax reform: Cotnncil has indicated they wanted <br />to see reform in these laws where it affects industry and <br />commercial. <br /> <br />b) State Aid Formula: Council has definitely indicated here <br />they wanted to see reform legislation. <br /> <br />I suggest we should set up a special meeting to discuss the property tax <br />reform that Council talked about at the Board of Review. <br /> <br />4) CAB Interceptor: The Ramsey second interceptor service connection is <br />going to require our full attention as the Metro people want to delay it. <br />This is on the Council agenda and we should discuss it with Mr. Weaver. <br /> <br />LGS:sb <br /> <br /> <br />
