Councilman Cox introduced the following resolution and moved for its <br />adoption: <br /> <br />RESOLUTION 80-60 <br /> <br />RESOLUTION INCORPORATING THE NEEDS OF RAMSEY AND THE BENEFITS THAT WOULD <br />BE DERIVED BY RAMSEY FOR HELPING WITH CORE CITY WASTE <br /> <br /> WHEREAS, the City Council of Ramsey presently has a solid waste <br />landfill operating within its corporate boundaries, and <br /> <br /> WHEREAS, there exists in the City of Ramsey an additional eighty <br />(80) acres adjacent to the existing landfill site which could possibly be <br />used for additional landfill dumping, and <br /> <br /> WHEREAS, by far the most use of the landfill site is for refuse <br />generated by the entire seven (7) county Metropolitan area, and relatively <br />insignificant amount of refuse brought to the site is attributable to <br />citizens of Ramsey, and <br /> <br /> WHEREAS, the City of Ramsey suffers the financial costs because <br />of the following factors in relation to the landfill operation: <br /> <br />a) Continual citizen complaints regarding refuse litter, <br />potential pollution of ground waterand the general adverse <br />environmental effect of the site. <br /> <br />b) The necessity to monitor the relevant State and County <br />regulatory agencies to insure that they are properly per- <br />forming their fnnction as often times these agencies do not <br />fully perform their duties. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, MINNESOTA, as follows: <br /> <br /> 1) That the landfill located in the City of Ramsey is a serious <br />financial b~rden on the City. <br /> <br /> 2) That the entire seven (7) county Metropolitan area benefits <br />from the landfill. <br /> <br /> 3) That the City of Ramsey is subsidizing for the benefit of <br />all residents of the Metro area the landfill which in effect is a Metro- <br />politan facility. <br /> <br /> 4) That the City of Ramsey and other cities where landfills <br />are located should not be put into the position of signly subsidizing <br />such major Metropolitan facilities and should, therefore, receive special, <br />favorable consideration in the allocation of grants in aid, State aids, <br />MSA funds and levy limitation. <br /> <br /> <br />
