-16- <br /> <br />abatement measures (waste reduction and recovery). <br /> <br />By June, 1981, each county, unless exempted by the <br />Council, must propose four sites within its boundaries <br />for the disposal of mixed municipal solid waste and one <br />for the disposal of demolition debris, in accordance <br />with statutory standards and subject to Council <br />approval. The PCA must certify the suitability of each <br />site for the use intended, based on preliminary <br />environmental analysis. The Council may disapprove a <br />proposed site and require the selection of <br />alternatives. By October, 1981, the Council must adopt <br />a metropolitan inventory of eligible disposal sites. <br /> <br />A moratorium is imposed on development at the sites and <br />surrounding buffer areas until October 1, 1983. <br /> <br />2. Disposal %bat. ement and Management Plans. The <br />Council must submit a report to the metropolitan <br />counties by January, 1981, on potentials for abating <br />the need for land disposal of mixed municipal solid <br />waste. This report will assist counties to begin <br />evaluating the'alternatives to land disposal. <br /> <br />After the Council adopts its inventory of eligible <br />disposal sites, in October of 1981, the counties and <br />the Council are required to develop plans to abate the <br />need for land disposal facilities. These plans must be <br />developed in consultation with communities containing <br />sites in the inventory. Counties must propose land <br />disposal abatement plans by April, i982. The Council <br />must prepare and adopt a metropolitan disposal <br />abatement plan by January, 1983; and each county must <br />adopt abatement ~lans by June, 1983, to implement the <br />Council's plan. <br /> <br />Certain legislative reports are also required following <br />adoption of the inventory. By January, 1982, the <br />Council must report and make recommendations to the <br />Legislative Commission on methods of mitigating and <br />compensating for the adverse local effects of disposal <br />facilities. By January, 1983, the Council must report <br />to the Legislative Commission on its abatement plan and <br />on any legislation necessary to implementation.'. <br /> <br />3. Disposal Site Selection. Between January and June, <br />1983, concurrently with the final ~doption of disposal <br />abatement and management plans, disposal sites are to <br />be selected from the disposal site inventory. <br /> <br />By January, 1983, the Council must allocate among the <br />counties the needed disposal capacity (as reduced by. <br />its abatement plan). The Council must also prescribe a <br />schedule for the development of disposal facilities <br />through the year 2000. <br /> <br /> <br />
