~50 ITIETRO/OURRE BLDfi. <br /> 7TH ,r., RC)BERT ~I'REfiI/' <br /> /Rlrll PRUL mFi 55K~ <br /> <br />August 15, 1980 <br /> <br />Mr. James Barton <br />Metropolitan Council <br />300 Metro Square Bldg. <br />St. Paul, MN 55101 <br /> <br />RE: Interceptor Alternatives for Western Andover, <br /> Northeast Anoka and BasternRamsey' <br /> <br />Dear Mr. Barton: <br /> <br />In response'to our recent discussions about extensions of the Anoka <br />Interceptor, I am herein presenting two feasible alternative alignments <br />to compare with the presently selected one (F_achibit A). <br /> <br />The first alternative (MWCCAlternative A, Exhibit B) was proposc~by <br />Ray Payne of the Commission staff in a letter to Lee Start of your staff, <br />dated August 29, 1979. This alternative avoids the Brom-DunhamOaks <br />subdivision, but could cause development restrictions on the eastern <br />side of the Rum River. The cost of tltis alternative is about the same <br />as that for the selected plan (about 1.25 Million). <br /> <br />The concept behind the second alternative alignment ('N~CC Alternative B, <br />Exhibit C) resulted frem discussions with John Harrington and Jack Frost <br />of your staff. This alternative combines sewer service benefits of the <br />Andover e×~ension with the second Ramsey connection. The resulting <br />alignment provides semTice to western Andover and eastern Ramsey as well <br />as those contiguous areas of Anoka which have-been viewed as having <br />potential for development. The connection for Ramseywould be somewhat <br />parallel to Highway 47 and'be of greater benefit to the potential in- <br />dustrial park development in northernAnoka. The alignment of this <br />Andover e×~ension would avoid disruption of existing utility corridors <br />and streets which is inherent in the selected alignment. The cost of <br />this alternative is slightly less than the selected one at 1.15 million <br />dollars. <br /> <br />These alternates, or others which could possibly be developed, have not <br />been studied to the degree that the selected alignment has. Previous <br />studies did not address the timing issues for Ramsey and Andover which <br />have come about in recent'years. Metropolitan Council's 208 places <br />Ramsey's and Andover's need for sewer service after 1985. <br /> <br />These alternatives offer viable options to the selected alignment which <br />overcome complications of building am interceptor through the Dunham <br />Oaks ar~a. It is difficult to accurately compare some.cost differences <br />between these alternatives, yet, the costs between these alternatives <br />describedhereinare quite comparable. <br /> <br /> <br />
