City of Ramsey 15153NOWTHEklBOULEVARDN.W.,RAMSEY, MINNESOTA 55303 · (612) 427-1410 August 7, 1980 Governor Albert Quie State of Minnesota State Capitol St. Paul, Mir~nesota Dear Governor Quie: The City Council of the City of Ramsey is enclosimg the following documents for your co~aents: a) Metropolitan Councilts proposed guideline for reviewing amendments to local co~aunities comprehensive plans. b) City of Ramseyts resolution dated July 22, 1980 opposing it. The City of Ramsey opposes the above proposed Metro Council's guidelines in that we do not feel a quasi appointed government plan~ing authority (Metro Council) has constitutional authority to dictate management prerogatives to elected local officials. We think the above document is usurping local government authority. You have stated that you want government at the local level to set their own standards and policies. You have stated that government at the local level is the most productive government as the citizens it represents can control it and we agree with you. Consequently, we are appealing to your office to request assistance in stop- ping this quasi appointed government plan~ing authority (Metro Council) from usurping the powers of the local elected officials. Our State of Mi~aesota cannot afford all of this government. We, here at the local level, car~not react to all this bureaucracy as we don't have the staff and money. We are beginning to wonder if the State has the power to limit the Metro Council's activities. We would like you~ thoughts on this matter and what can be done about it.
