Weaver, chairmmn <br />Metropolitan Council <br />300 Metro Square Building <br />7th Street and Robert Street <br />St. Paul, Minnesota 55101 <br /> <br />RE: RECREATION OPEN SPACE DEVELOPMENT GUIDE-POLICY PLAN <br /> <br />Dear Chairman Weaver; <br /> <br />The Ramsey City Park Commission has reviewed the above referenced <br />Plan and we offer the following comments. <br /> <br />A) In general the Plan is well conceived and we agree with <br /> the basic concepts developed. <br /> <br />B) <br /> <br />On page 15, Policies for Local Recreation Policy #1, we agree <br />that close cooperation with school districts is necessary. <br />However, our experience has shown that school districts feel <br />that local park facilities are a "one way street" issue. They <br />are more than willing to lease property, etc. but they have no <br />desire to invest capital, provide utilities or maintenance, etc. <br />Our Commission has not found school districts cooperative when <br />one considers potential benefits to the school system facilities. <br />Consequently, we intend to minimize our participation at school <br />owned sites. We believe that some friendly persuasion or other <br />means at the reg~al level may be necessary to implement this <br />policy. <br /> <br />c) <br /> <br />On page 7, the last paragraph concerning recreation in rural <br />versus urban areas. We feel the past staff policies and <br />interpretation of policies, etc. has discriminated against local <br />recreation in rural areas. In 1978 our community was disqual- <br />ified from LAWCON - LCMR Funds simply because we were a "rural" <br />community. We want to assure you that rural communities are in <br /> <br /> <br />
