August 7, 1980 <br /> <br />Governor Albert Quie <br />State of Minnesota <br />State Capitol <br />St. Paul, ~nnesota <br /> <br />Dear Governor Quie: <br /> <br />In the past years the City of Ramsey ~as been very concerned with the in- <br />equities in the state aid formula. <br /> <br />We have held many meetings with Committees, Legislators and Senators on the <br />matter and have become even more upset with the amount of monies some cities <br />receive and the reasons they use to qualify for parts of their local aid <br />monies. <br /> <br />I believe that there must be a committee formed immediately to make changes <br />and adjust the complete formula as cities which run an economical and low <br />operating city with rapid growth do not benefit in the formula. There are <br />also many cities which really benefit from the grandfather .clause in the <br />formula and this is the first place to look for changes. <br /> <br />At this time a cut in the second half aid payment would be very difficult <br />to the City of Ramsey, even though the amount would be small compmred to a <br />lot of cities. We would have to reduce services to our citizens in a very <br />tight budget city now. <br /> <br />I feel very positive that nothing should be done to cut state aid payments <br />to any city until the state government can come up with a formula that is <br />agreeable, fair and that every city in Mirunesota can adjust with us.
