LAW OFFICES <br /> <br />L£FEVERE, LEFLER, KENNEDY, O'BRIEN & DRAWZ <br /> <br />territory proposal provided for a division of the City of Ramsey <br />into an initial service area and a future service area which <br />could be provided with cable service pursuant to terms negotiated <br />in the franchise agreement. The Commission believes that the <br />City of Andover should also be divided into initial and future <br />service areas in much the same way as the City of Ramsey is <br />currently divided in the original cable service territory. <br /> <br /> As you know, Rule 4.134E of the State Cable Board provides <br />that the Board may postpone action on a cable service ~erritory <br />proposal until its next regularly scheduled meeting. The Commis- <br />sion requests that the' Board refer the Andover proposal back to <br />the city council of the City of Andover for the purpose of designat- <br />ing an initial cable service area consistent with the original <br />cable service territory proposal and the restrictions it places <br />on service to the City of Ramsey. <br /> <br /> The Commission regrets the need for it to respond negatively <br />so late in the 90 day consideration period, however, the Commission <br />only organized at its first meeting on August 27, 1980, that <br />being its first opportunity to jointly review the Andover proposal <br />and comment accordingly. The Commission intends to cooperate in <br />any way possible with the Andover City Council as it considers <br />the designation of an initial cable service area before the next <br />regularly scheduled meeting of the State Cable Communications <br />Board. The Commission's goal is for the provision of the finest <br />and most economically feasible cable service to the residents of <br />the cable service territory. It believes its position at this <br />time to be consistent with that goal and-looks forward to the <br />opportunity of'working with the' City of Andover to include it in <br />the cable service territory for the purpose of providing to the <br />citizens of Andover the finest and most economically feasible <br />cable service possible. <br /> <br /> Thank you for your consideration and cooperation in this <br />matter. <br /> <br />Sincerely, <br /> <br />Thomas D.
