Since our mutual meeting with the local residents on <br />August 15, 19~0~ Waste Management has taken several remedial <br />actions and continue to update and upgrade the migration control <br />system. <br /> Specifically~ on August 15, 1980, after our meeting at <br />the City of Ramsey City Hall, we switched the motor-blower unit <br />into full-time continuous operation. Additionally, due to our <br />uncertainty at that time of the efficiency loss to the system <br />when the muffler was in'place, we removed said muffler until <br />appropriate system engineering analysis could be performed. The <br />system currently continues to operate on a 24 hour basis. <br /> On August 20, 1980~ Mr. John Pacey and Mr. Charles Brisley <br />of Emcon Associates~ San~ Jose, California, the firm that designed <br />the migration control system, came to the site to perform a pre- <br />liminary analysis and provide consultation on gas monitoring <br />probe construction and installation. <br /> With respect to system analysis~ Emcon opened five header <br />system monitoring port holes to evaluate, through the use of a <br />Pitot tube/differential air pressure monitor (Magnehelic gage) <br />the-flow rate and volumes within the header system and average <br />volumes each extraction well is providing. As a result of this <br />work, Waste ~,~anagement has purchased the appropriate equipment <br />to provide comprehensive monitoring to establish a long term <br />record of system performance. Additionally, Waste Management <br />has undertaken on August 28, 1980 a second system check to e- <br />valuate the replacement of the temporary muffler constructed-by <br />site personnel. The net results indicate that the muffler <br />should not impair the system~ ability to prevent migration of <br />gases beyond the west property boundary and therefore, as of <br />August 28, 19~0 will remain in place unless future monitoring <br />indicates the need to increase system flow volumes.
