page 3 · In as much as monitoring of combustible gases at the west proper~y boundary have 'been shown to be under control while the system is in operation, Waste Management of Minnesota be- lieves that gas monitoring probes located within the back- yards of adjacent property owners would not be necessary as - a control check for the proper operation of the active venting system. However, although Waste Management of Minnesota has provided the opportunity for installation of gas probes in the homeowners' yards, they have to date not approved of probe in- stallation and therefore no probes currently exist on the Hatch~ Van Wagner~ Hansmann or Xuntz properties. -"'. On Wednesday, August 27~ 19~0~ Waste Management of Minne- s~ta~took receipt of a new motor/blower assembly. This unit was purchased for dual purposes. Firstly~ the unit is purported .~.to be quieter in operation thereby providing~a partial solution to the long term reduction in noise amplitude of the system. Secondly~ the new unit will take over as the primary motor/ blower for the e~sting system allowing the existing motor/ blower to be put into back-up emergency use in the event of malL function of the primary unit. This upgrade will allow in,me- diate response to motor/blower failure as both units will be directly functional to the system and either may be made oper- able by the simple adjustment of a single valve and electrical switching. It is currently anticipated that the new motor/ blower will be operable within approximately two to three weeks from date of this letter subject to availability of auxiliary equipment required for permanent installation. Note, however~ that this unit could be put into emergency use immediately should the need arise. Another long term provision for upgraded system manage- ment will include a strip-chart recorder capable of recording on and off operating times for both units as well as distin- guishing which unit is in operation at any given time. This device will be installed at the same time as the permanent in- stallation of the new motor/blower. The system will continue to operate in a 2~ hour per day mode until such time as the new motor/blower is installed and an engineering system analysis and balancing may be performed. Until that tim~, Waste Management of Minnesota ~ill monitor the gas probes at a minimum of once per week to ensure contin- ued proper system operation. Additionally, site personnel will visually check the operation of the motor/blower unit daily. Once the new system is operating and properly balanced, an evaluation will be made to determine whether full time operation is necessary by cutting back operating time in small time intervals and carefully monitoring the gas probes to de- tect whether any combustible gases migrate to the property boundary probes. The system will then be set to provide ade- quate operating time to ensure control. Be advised also that as part of the long range plan to
