(2) Substandard signs shall be gradually eliminated over a period of time not to exceed five (5) years from the date of enactment of this ordinance. (3) Zqnere a setback pattern from the ord~_na~y high water level already has been established on both sides of a proposed building site, the setback of the proposed structure may be allowed to conform to that pattern. This provision shall only apply to lots which do not meet the minimum lot width requirement of Section 170.076 of this ordinance. 170. 0711.3 Variances 170.0711.31 The grant of a variance requires the presence of the follow- ing conditions: (1) The strict enforcement of the Is-nd use controls Will result in unnecessary hardship. (2) Granting of the variance is not contrary to the pur- pose and intent of the zoning provisfons herein estab- lished by these standards and criteria, s_nd is consis- tent with the Management Plan for the Rmm River. (3) There are exceptional circumstances unique to the sub- ject property which were not created by the landov~ner. (4) Granting of the variance will not allow any use which is neither a Permitted or Conditional use in the land use district in which the subject property is located. (5) Granting'of the variance will not alter the essential character of the locality as established by the Manage- ment Plan for the Rum River. 170.07].1.32 Ail variances to the requirements of this ordinance must be certified in ~ccordanee with Section 170.0711.7 of this ordi- nance. 170. 0711.4 Plats 170.0711.41 Copies o£ all plats within the boundaries of the Scenic River Land Use District shall be forwarded to the commissioner within ten (10) days of preliminary approval by Ramsey. 170.0711.42 Inconsistent Plat's: Approval of a plat which is inconsis- tent with this ordinance is perm.~ssible o~_ly if the detri- mental impact of the inconsistency is more ths_n overcome by
