4) Establlsbme~t of Council Policy on Assessing Corner Lots in Regards <br />to Street Improvement <br /> <br />City Engineer Raatikka said that last year they assessed corner lots <br />even though the driveways didn't come out on the improved street. He <br />said if they couldn't physically use the road, he didn't assess them. <br />In an exceptional case, a variance could be granted unless the street <br />is local, not a county road, and would eventually be assessed for improvements. <br /> <br /> City Administrator Schnelle was instructed to make up a proposed policy <br /> on assessing corner lots for the next council meeting. <br /> <br />5) Scheduling of Public Hearings to Assess Out Street Improvement Projects <br /> <br />See pages 7a, 7b, 7c and 7d for motions ~o adoPt resolutions declaring <br />cost to be assessed and ordering preparation of proposed assessment and <br />setting hearing dates for proposed assessment. <br /> <br />City Engineer Raatikka asked the council to decide what percentage <br />would be set for assessment. <br /> <br />City Administrator Schnelle said the bonds sold at 7.1% and the <br />percentage should be 1.4% above the bonds or 8.5%. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to <br />set the percentage for assessment of Street Improvement Projects <br />for 1980 at 8.5%. <br /> <br />Motion carried. Voting yes-Mayor Gamec, Councilmen Reimann and Sorteberg. <br />Voting no-None. <br /> <br />6) Receiving Price Quotes for Oakridge <br /> <br />City Attorney Goodrich requested that a letter be sent to the bank' <br />president regarding the price quotes. <br /> <br />Motion by Councilman Reimann and seconded by Councilman Sorteberg to <br />accept the price quotes of Central Landscaping at $10,200, Lino at $9,910 <br />and NDH (low bidder) at $9,615 and to hold off awarding of bid until <br />the next council meeting and results are received from the bank. <br /> <br />Motion carried.
