PROPOSED <br />REVISION <br /> <br />EXPLANATION <br />FOR THE <br />CHANGE <br /> <br />l to6 <br /> <br />1 to 10 <br /> <br />Subsidized Housing Units - <br />Municipalities are ranked according to the <br />percentage of their total housing stock which <br />is subsidized units constructed, purchased, <br />assisted or approved by the funding agencies <br />for construction, purchase or assistance in <br />the community for low- and moderate-income <br />persons. (Includes HUD low rent public <br />housing, rent supplement projects, Section 8 <br />assisted units, Section 235, 236 and 221-D3 <br />below-market rent projects, and units of the <br />Farmers Home Administration.) <br />Allocation Plan Achievement - <br />Municipalities are awarded points based upon <br />the percentage of the Council's 1980-1983 <br />Subsidized Housing Allocation Plan family and <br />large family goals which they have achieved as <br />follows: <br /> <br />100+ - 10 points <br />90-99% - 9 <br />80-89% - 8 <br />70-79% - 7 <br />60-69% - 6 <br /> <br />50-59% - 5 points <br />40-49% - 4 <br />30-39% - 3 <br />20-29% - 2 <br />10-19% - 1 <br /> <br />Municipalities that are not allocated <br />individual numerical goals in the 1980-1983 <br />plan but provide subsidized housing <br />opportunities during the period of this plan <br />through the plan's allocation to the "Balance <br />of the Metropolitan Area" receive a'point for <br />each family or large family unit achieved up <br />to 10 points. -- <br /> <br /> Housi. ng For Special Needs - <br /> Municipalities are awarded two points if: <br /> 1) within their jurisdiction, federal, state, <br /> county or local funds or those of a non-profit <br /> organization have been used to purchase and <br /> operate residential units to provide licensed <br /> housing for temporary residents on an <br /> emergency basis, or for the placement of adult <br /> offenders or adjudicated delinquents; or 2) a <br /> publicly subsidized or non-profit group home <br /> licensed by the Department of Health or <br /> Department of Public Welfare which provides <br /> temporary or permanent housing for the <br /> physically handicapped, mentally ill, mentally <br /> retarded or chemically dependent is located <br /> in the community. <br /> <br />The proposed changes place less emphasis on past production <br />of subsidized .kousing and g~eater emphasis on current <br />achievement of ~ousi~ -At~~n-Plan go~,- The changes <br />will permit a~t :~om~e~.tm.-~ec~v~ the-maximum number <br /> of points for-achievement of ~/~.eir--~ee-year funding goals, <br />regardless -of the size of the community. <br /> 9 <br /> <br /> <br />
