PROPOSED <br />REVISION <br /> <br />6 <br /> <br />6 <br /> <br />Local ~{ousinq Initiatives - Fiscal and <br />Financial - <br />Municipalities which have used fiscal devices <br />or initiatives such as tax-exempt mortgage <br />revenue bonds, tax increment financing, <br />locally financed housing rehabilitation <br />activities, or CDBG funds to assist the <br />development of new low- and moderate-income or <br />modest-cost housing opportunities, or provide <br />housing rehabilitation assistance are awarded <br />two points for each activity. Points are <br />awarded once for each type of activity and are <br />maintained for two years. Maximum of six <br />points. <br /> <br />Local ~{ousinq Initiatives - Official Controls - <br />Municipalities are awarded two points for <br />each of several additional activities for <br />which it can be demonstrated that new lower- <br />cost housing opportunities have been created <br />in the community. The activities may be in <br />the form of official controls used <br />specifically to assist the development of new <br />low- and moderate-income or modest-cost <br />housing such as the waiving of permit fees or <br />dedications, the establishment of mandatory <br />inclusionary zoning requirements, the <br />provision of density bonuses, or the <br />implementation of policies or programs which <br />promote interjurisdictional mobility such as <br />the elimination of residency preferences_ for <br />assisted housing. Points are awarded once for <br />each type of activity and are maintained for <br />two years. Maximum of six points. <br /> <br />Official controls for which points are <br />subsequently awarded under Codes and <br />Ordinances are not awarded points in this <br />criteria. <br /> <br />EXPLANATI ON <br />FOR THE <br />CHANGE <br /> <br />The proposed changes clarify and separate the <br />implemen~on methods tl~ communities may ~se to <br />achieve low~-aost housing into categories of fiscal <br />devices and in--yes, and offi~ controls. <br />The change will p~t communities to achieve points <br />for each of seve~ activities, and will rew~d <br />communities according to the~ level of effort. <br /> <br />21 <br /> <br /> <br />
