At the time the original request <br />was made to the Board, we were not aware of the costs involved for extending <br />service to include the entire city, nor did we realize such expansion would <br />have a cost impact on the cities of Anoka, Champlin and Ramsey. As we discussed <br />on the phone today, it is my feeling that the City Council of Andover would be <br />very receptive to reducing the area of the initial service.
