However, the ditches on the north side of <br />Rivlyn have been filled at the intersection of Tungsten Street to limit the run- <br />off during periods of normal rainfall from flowing north along Tungsten Street. <br />During heavy rains and prior to the spring thaw some of the runoff from Rivlyn <br />Avenue will flow north along Tungsten Street. To eliminate runoff from the south <br />side of Rivlyn Avenue from flowing across the street and north unto Tungsten <br />Street we would recommend a drainage inlet be placed on the existing manhole. <br /> <br />For the occasional runoff from the north side of Rivlyn we would not recommend <br />any construction at this time. <br /> <br />Since the storm sewer was constructed for the commercial development in the area, <br />we would recommend that the City pick up the residential share of the storm sewer <br />assessment and assess this cost out at the time Rivlyn Street is upgraded to urban <br />standards. This procedure is outlined in Chapter 429.051 of the Minnesota Statutes. <br /> <br />We also reviewed the possibility of overlaying Tungsten Street as an interim <br />solution until sewer and water are installed. An overlay of the street at the <br />existing grades would result in water ponding in several areas along the west side <br />of Tungsten. To eliminate the majority of the ponding water we would recommend that <br />the street be excavated approximately 150 feet north of Rivlyn Avenue and a swale <br /> <br />civil · municipal · planning · environmental · land surveying · geotechn$cs · waste treatment <br /> <br /> <br />
