A. Section 210.01 FINANCING ARTERIAL STREETS WI Paragraph 2 shall be amended to read as fo MINNESOTA LOTS FRONTING 2. Upgrading of arterial streets lying on the city's thoroughfare~system and only benef~ a localized area shall be fin~ced by aid assessment of the benefiting property. Assessment shall be made on a unit area basis wit~assessments on~ eveloped property lying within the area ~eing "deferr~" until time of development for a maximum per~od of five 5) years.
