Safety signs and procedures should be posted around and within the con-
trol house facility.

All piping to and from the blower should be carefully sealed to prevent
leaks into the inlet side (reduces vacuum efficiency) and out of the discharge
line (causes methane to enter the building).

Monitori__n~g Off-Site Migration - During our site inspection, we were
requested to check the gas presence in the adjacent five homes west of the
landfill. A relatively thorough check revealed no significant presence of
gas. In all homes we checked readily available floor and wall openings and
selected ceiling area air spaces. In only a few instances did we find a level
of concentration.above zero; the maximum level was 0.2 percent combustibles in
air. During our inspect:ion of the homes, we met 'with Ms. Ingrid Richie of the
State Health Department and Hr. Arthur Dunn 6f the County of Anoka Community
Health and Social Services Department, who were also monitoring gas concentra-
tions. Their maximum reading of 0.25 percent was sufficiently close to our
.readings to lead to a verbal agreement of findings. Ne also measured gas con-
centrations in several probe holes which reportedly measured in excess of
5 percent combustibles the previous day, but which we found to be zero.

We concluded from our house and yard survey that as of the time of our
survey, there was no hazard condition in the homes.

Gas Probes- Gas probes should be installed midway between extraction
wells along the west and north property lines. In addition, at three of th~se
probe locations, an additional probe should be installed midway between the
refuse and the property line probe. The probes should be installed in accor-
dance with the attached design (see Figures I and 2). A surface cap design
should be developed to prevent vandalism. The gas monitoring interval is
recommended at seven to ten feet below ground surface, an adequate depth to be
below the frost penetration depth.

There is no need to install gas probes outside your property, since the
concentration of gas in these perimeter .probes will be the basis for deter-
mining the performance and adequacy of the control system and allow for the
adjustment of well flows to achieve an efficient and balanced system. Some
adjustment of flow may be necessary from time-to time due to the many varia-
bles, such as permeability of soil, weather impacts on surface and subsurface
conditions, and the rate of .gas generation in the refuse': The gas probes
