300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291-6359 <br /> <br />September 1980 <br /> <br />TO: GOVERNMENTAL OFFICIALS AND INTERESTED CITIZENS <br /> <br />The 1980 State Waste Management Act requires the Metropolitan Council <br />to preparerand submit a solid waste abatement report to the seven <br />metropolitan counties by January 1981. The purpose of the report is <br />to provide a planning framework for the counties to use in developing <br />alternatives to the use of sanitary landfills as the Region's near- <br />exclusive means of disposing of its solid wastes. <br /> <br />The attached document--Land Disposal Abatement: ~reliminary Report-- <br />is a first draft of the report required by state law. As the title <br />indicates, the report is preliminary. It examines different solid <br />waste abatement methods, including the reduction of waste at the <br />point of generation, waste separation to recover recyclables, waste <br />processing to reduce the amount of space solid wastes .occupy in <br />landfills, and resource recovery for the production of energy and <br />'useful organic .matter. <br /> <br />The preliminary report provides a "firSt cut" look at the questiOn <br />of how various abatement methods might reduce the volume of solid <br />waste generated in the Region. It also recommends steps that county, <br />regional and state levels of government can take to begin implementing <br />abatement programs. <br /> <br />The preliminary report will be the subject of discussion at a series <br />of public meetings, starting Oct. 1, in each of the seven metropolitan <br />counties (see schedule below). You are cordially invited to attend <br />and offer your comments. <br /> <br />A final draft of the land disposal abatement report will be discussed <br />at the Council's Physical Development Committee meeting on Nov. 20 in <br />'the Metropolitan Council offices. The public is invited to present <br />comments onthe final draft at that time.
