- 2 - <br /> <br />will be accepted until DeCember 1, 1980, on any aspect of the land <br />disposal abatement report or the entire land disposal abatement <br />planning process. <br /> <br />RELATIONSHIP TO METROPOLITAN COUNCIL'S SOLID WASTE POLICY PLAN <br /> <br />To encourage a comprehensive approach to solid waste management <br />planning in the Region, the first objective of the Metropolitan <br />Council's solid waste policy plan (adopted in February 1979, as <br />required by the 1976 Metropolitan Solid Waste Act) was to establish an <br />order of preference for solid waste management practices that will <br />achieve environmentally safe disposal, conserve energy and material <br />resources, and minimize total costs. Policy 1 in the plan states: <br /> <br />"The Metropolitan Council shall consider waste reduction practices <br />as having the greatest benefit to improved solid waste management, <br />followed, in order of preference, by source separation, waste <br />processing and utilization, and land disposal." <br /> <br />It is inevitable that new landfills will have to be sited and <br />constructed in the Region to safely dispose of the wastes generated. <br />However, the Council's policy plan and the new 1980 Waste Management <br />Act state that landfilling should be considered only after it has been <br />determined that other solid waste management practices are not <br />feasible. <br /> <br />PROCESS FOR LAND DISPOSAL ABATEMENT PLANNING <br /> <br />The 1980 State Waste Management.Act establishes a schedule for land <br />disposal abatement planning in the Metropolitan Area (see Appendix <br />for statut~ory citations). A summary of the schedule is listed below: <br /> <br />Completion <br />Date <br /> <br />Planning Step <br /> <br />Jan. 1, 1981 1. <br /> <br />Identification by the Metropolitan Council of <br />the _various potentials of alternatives to <br />reduce the need for new landfills. <br /> <br />April 1, 1982 2. <br /> <br />Proposals by each county on their specific <br />disposal alternative plans. <br /> <br />Jan. 1, 1983 3. <br /> <br />Amendment of the Metropolitan Council solid <br />waste policy plan to include specific <br />objectives for abating land disposal of solid <br />waste based on standards for county waste <br />reduction, source separation and resource <br />recovery programs and activities. Amendment <br />of the Council's policy plan will also <br />include a reduced estimate of the added <br />landfill capacity needs based on the <br />abatement objectives. <br /> <br />June 1, 1983 <br /> <br />Revision of county master plans to include a <br />land disposal abatement element to implement <br />the Council's land disposal abatement plan. <br /> <br /> <br />
