V. PRELIMINARY RECOMMENDATIONS <br /> <br />The 1980 Waste Management Act states that the Council's land disposal <br />abatement report shall recommend priorities and objectives for abating, <br />immediately and over specified time periods, the disposal of mixed <br />municipal solid waste in the Metropolitan Area. <br /> <br />This preliminary report does not contain specific recommendations for the <br />content of proposals to be developed by the metropolitan counties. <br />However, the final abatement report will include guidelines for the <br />structure and content of 1982 county proposals in order to ensure a <br />certain amount of format consistency. <br /> <br />In order to achieve the regional goals proposed in the previous section, <br />this section of the preliminary report outlines specific recommendations <br />for action for state, regional and local units of government. These <br />recommendations are offered here for discussion purposes and are not to be <br />considered final. Comments at the county public meetings will be used by <br />the Council's Land Disposal Abatement Advisory Subcommittee to develop <br />final recommendations to be presented to the Metropolitan Council on <br />November 20, 1980. <br /> <br />A. WASTE REDUCTION <br /> <br />1. CONTAINER DEPOSITS <br /> <br />The Minnesota Legislature should reconsider the container deposit <br />issue. This preliminary report indicates that a maximum of six <br />percent of the solid waste stream could be diverted from the <br />Region's landfills with beverage container deposits. <br /> <br />The metropolitan counties should support a state deposit law <br />through resolution. <br /> <br />The metropolitan counties and the Minnesota Legislature should <br />support through resolution a national deposit law to ensure <br />uniform implementation throughout the country. <br /> <br />2. PACKAGING REDUCTION <br /> <br />The Metropolitan Council and the metropolitan counties'should <br />assist the MPCA in its continuing evaluation of the current <br />packaging rules. The Metropolitan Council, through its advisory <br />committee, and the metropolitan counties should help develop any <br />recommendations to the State Legislature to ensure adequate <br />representation by citizens, industry and government officials. <br /> <br />3. OFFICE PAPER REDUCTION <br /> <br />Ail units of government should support office paper reduction <br />policies through adoption of specific administrative policies for <br />procurement, paper use and in-office recycling. (See also <br />recommendations under "Source Separation".) <br /> <br /> <br />
