- 38 - <br /> <br />APPENDIX <br /> <br />EXCERPTS FROM THE 1980 WASTE MANAGEMENT ACT <br /> <br /> ARTICLE X <br />SOLID WASTE AND SEWAGE SLUDGE MANAGEMENT, <br /> METROPOLITAN AREA <br /> <br />INTRODUCTION <br /> <br />The 1980 Waste Management Act, signed into law April 14, 1980, deals <br />with hazardous waste, municipal solid waste and sewage sludge dis- <br />posal. By January 1, 1981, the Council shall <br />prepare and submit a report to metropolitan counties on poten- <br />tials for abating the need for and practice of land disposal of <br />mixed municipal solid waste in the Metropolitan Area, for use by <br />the counties in developing land disposal abatement plans pursuant <br />to Section 473.803, Subdivision lb. The report shall contain an <br />analysis of abatement achievable through waste reduction, separa- <br />tion, waste processing, and resource recovery. The report shall <br />contain specific and quantifiable alternative abatement <br />objectives and degrees of abatement, along with solid waste <br />management methods and technologies, private and government <br />actions, facilities and services, development schedules, revenue- <br />raising measures, and levels of public and private expenditure <br />and effort necessary to the achievement of those alternative <br />objectives and degrees of abatement. The report shall recommend <br />priorities and objectives for abating, immediately and over <br />specified time periods, the disposal of mixed municipal solid <br />waste in the Metropolitan Area. During the preparation of the <br />report, the Council shall encourage public debate and discussion <br />of the issues relating to land disposal abatement and shall hold <br />a public meeting on the issues in each metropolitan county. <br /> <br /> <br />
