TO: City Administrator FROM: Building Official RE: Block Grant Fund Meeting DATED: October 8, 1980 Today~ at your request, Councilman Sorteberg and I attended a meeting at the Coon Rapids City Hall in regards to block grant funding which will be available in the near future. These funds are the result of Anoka County's recent designation as an Urban County. The meeting today basically covered what some of the requirements and com- pletion deadlines are. The major requirements are: 1) The establishment of a technical advisory committee whereby each jurisdiction will be asked to appoint one individual who will be res- ponsible for decisions without acquiring any Council approval. This is necessary because of the deadline for submitting applications which is February 1, 1981. 2) Assessment of Administration and Management capacities. This item is n'ecessary to determine if Anoka-Coumty is adequately staffed to manage this program. (Deadline November 15, 1980) 3) Assessment of Needs - This will be each commnnity's assess- ment of their individual needs and where they would propose to spend a grant if they received one. The deadline for this is January 1, 1981. 4) Participation Process/Requirements - This will require the local jurisdiction to hold public hearings regarding the grant applications. This would have to be done prior to January 1, 1980. 5) Three year Comprehensive Strategy~- This will require the preparation of a plan on how grants may be used in the ensuing years. It should include housing needs, neighborhood revitalization needs and economic development needs. The deadline for this is February 1, 1981. 6) Other planning data that will be required is the develop- ment of a housing assistance plan. The deadline for submittal is February 1, 1981.
