WASHINGTON. D.C. 20510

October 6, 1980

The Honorable Thomas Gamec
Mayor of Ramsey
15153 Nowthen Blvd. N.W.
Anoka, Minnesota 55303

Dear Mayor Gamec:

I'm writing to let you know of a newly created position in
my Minnesota office which I feel will be of value to you as the
leader of a Minnesota community. We have appointed Evelyn Flom
as our "Grants Coordinator" to help you and other~local leaders
work w~th government agencies to obtain available funds for-local
projects.

As you know, there are many government programs tailored to
be of assistance to your community. But, having_been
Washington for more than a year now, I can well understand the
problems local governments have working with the federal
agencies. Often times local communities are unaware of available
funds and, even if the awareness exists, it is difficult to work
one's way through the bureaucratic tangle.

Consequently, I have created this ~futl~time~posi~ion to helps-
communities Obtain federal fundsl Since_~aking office, Evelyn ~
has been working for me as.a'caseworker-~responsible_~o~ helping ~
individuals who have problems with the~federat-government. She--
has done an excellent job and I~am~ure she will be most-helpful
to you in your dealings with the federal agencies.

A good deal of thought has been given to the objective of
the program. Basically, I hope to better inform Minnesota
communities of the federal programs available and assist them in
obtaining funds. In developing this program, though, I would
like your input. Recognizing that there already exists expertise
throughout the state in dealing with certain agencies, I would
like your thoughts as to how we can best serve you. For this
purpose, I have enclosed a questionnaire and I would appreciate
~t if you would complete it and return it to me in the enclosed,
addressed envelope. Certainly feel free to depart from the
format provided--your personal observations are what we are
seeking.

A series of seminars is being scheduled throughout the state
to acquaint local government with available federal grants and
