H.R. 7112 is tentatively scheduled for
debate and vote on the House Floor during the week of September 22. The Senate
has not acted on similar legislation yet; its plans are to await completion of
House action and to then consider the House version.

H.R. 7112 will continue reVenue sharing for local units .of government for
two or three years, through fiscal year-1983, at the current level of $4.6
billion each year. Revenue sharing payments for States has been eliminated
from H.R. 7112.

Many units of government have been concerned about their fourth quarterly
payment for FY 80; the U.S. Office of Revenue Sharing assures me that this
payment is scheduled to be made during the first week of October. If Congress'
is able to complete action on revenue sharing during the current session,
payments under the new authorization would begin in January 1981.

I continue to strongly support the revenue sharing program. This program
has channeled over $50 billion nationally to State and local governments since
1972 to help them provide a wide range of essential services. Counties, cities,
and townships in our Eighth District have received $152,208,018. I am
confident Congress will complete consideration before adjournment.

If you have any further questions or comments, please feel free to contact
me.

With best wishes.

Sincerely,

J s~L.
