NOTICE OF PUBLIC HEARING <br /> 99-10 <br /> CITY OF RT~ASEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />TO WHO~ IT ~Y CONCERN: <br /> <br /> Notice is hereby given that the Ramsey City Council will meet <br />at 7:30 P.M. on October 14, 1980, at the Ramsey Municipal Center, 15153 <br />Nowthen Blvd. N.W., Ramsey, Minnesota to pass upon the proposed assessment <br />for the improvement of the Tungsten and Front'Street Storm Sewer project <br />#79-10. <br /> <br /> The proposed assessment is on file for public inspection at my <br />office. Written or oral objections will'Se considered at the hearing. <br /> <br /> If within thirty (~0) days after the public hearing a property <br />ov~er believes that the proposed assessment against his property exceeds <br />the increase in market value of the property occasioned by the improvement, <br />he ~y notify the clerk to that effect and request a hearing before an im- <br />partial hearing officer. Before adopting the final assessment, the council <br />shall arrange for such a hearing which shall be in the nature of an ad- <br />versary proceeding in which the owner and the city may present relevant <br />evidence on the disputed question and a record shall be made of such pro- <br />ceedings. <br /> <br /> .An owner may appeal an assessment to district court pursuant to <br />Minnesota Statutes Section 429.08~y rserving notice of~the appeal upon the <br />mayor or clerk of the city within thirty (30) days after the adoption of the <br />assessment and filing such notice with the district court within ten (10) <br />days after service upon the mayor or clerk. <br /> <br />Dated: <br /> <br />September 24, 1980 <br /> <br />Lloyd G.
