minnesota department of health
717 s.e. delaware st. minneapolis 55440
~612 2W 5,'2~
September 26,

1980

Lloyd G. Schnelle
City Administrator, Ramsey
15153 Nowthen Boulevard NW
Ramsey, MN 55303

Dear Mr. Schnelle:

Enclosed is a copy of my report on the Department of Health's
investigation of the public health concerns rela~ing to the
landfill at Ramsey.

Based on an evaluation of medical testing to date, analyses of
air, soil and groundwater samples, and a review of the
scientific literature, there does not appear to be a serious
health risk to residents from the migration of landfill de-
composition products at this time. However, because the
generation of landfill decomposition products is an ongoing
process, one that will continue far into the future, a long-
term surveillance program is recommended.

Specifically, the program should include: 1) evaluation of
the gas collection system:efficiency,-and 2) evaluation of
groundwater supply integrity.

Additionally, since the odor-causing component of the land-
fill gas has not been identified, further analysis of con-
centrated landfill gases should be considered. This service
could be provided by the Minnesota Department of Health after
new instrumentation becomes operational sometime in 1981.

If you have any questions regarding the report or if I can
be of further assistance, please let me know.

.Sincerely,

Ingr~d Ritchie, Ph D.
Research Scientist
Section of Health Risk Assessment

IR/ncc

Enclosure

cc:~%Tom Clark, MPCA
Bob Hutchison, Anoka County
Don Otter, Waste Management, Inc.
Roman Koch, Engineer
Fred $oucie, Attorney-at-Law
anequaloppo~umtyemoloyer ~¢~
