CASE <br /> <br />REQUEST FOR SITE PLAN REVIEW; <br /> CASE OF E-Z AUTO SALES, INC. <br /> By: Amy Geisler, Associate Planner <br /> <br />Background: <br /> <br />The City of Ramsey has received a request for site plan review from Todd Bialon (E-Z Auto Sales, <br />Inc.). The site plan is proposing to expand the existing auto sales and service center located at 7751 <br />Highway l0 NW. The following items are enclosed for you? information: <br /> <br /> a) <br /> b) <br /> c) <br /> d) <br /> e) <br /> <br />Notification: <br /> <br />Site location map <br />Site Plan <br />Elevations <br />Site pictures <br />City Staff Review Letter dated August 27, 2004, revised September 9, 2004 <br /> <br />Site Plans are not required to be subjected to a public hearing. <br /> <br />Observations: <br /> <br />The proposed site modifications include a 1,090-square-foot office/storage expansion and the <br />addition of an 1 l*fbot awning to the front of the building and a portion of the east side of the <br />building. The property is zoned H-1 HighWay 10 Business, and gross structure area is restricted to <br />35"4. The proposed addition to the business will result in a total gross structure area of <br />approximately 9%. The addition meets the required setbacks from property lines. <br /> <br />The site plan does not propose to expand the bituminous area on the site, therefore no ~'ading and <br />drainage plan is required. The existing bituminous pavement and park/ng stalls meet the off-street <br />parking requirements established in City Code. The plan proposes to continue utilization of the one <br />existing access onto Hwy. #l 0; staff has received verbal comments from MnDOT that indicate they <br />have no concerns about the proposed addition. <br /> <br />The exterior of the addition and the awning are proposed to be metal paneling, painted to match the <br />existing building. The H-1 Highway 10 Business District allows for metal siding, but not metal <br />paneling, however, it does allow the City Council to approve alternate materials. Because the <br />expansion is relatively small, and the proposed material will match the existing building, staff is <br />recommending that the metal paneling be approved for the expansion area and the awning. The <br />Planning Commission reviewed the site plan at their September 2, 2004 meeting and also <br />recommended the City Council approve the exterior finish material deviation. <br /> <br />-3O5- <br /> <br /> <br />
