This is something that should be moved off of the consent agenda and debated so people can see the pros and cons. He stated there was an article about the billion dollar urban village that stated Jotm Feges said he and his partner do not need City money. There is now something like 16 million dollars in infrastructure, 11 million dollars for ramps, and 15.8 million dollars for a parking garage. This is a staggering amount for bonding and he does not la~o,,v that it has been debated. Mayor Garnec stated there was a public input meeting to discuss the City Hall, which included looking at the concepts and financing. This information was all brought up to the people and there was a notice in the Ramsey l~esicte~t. The City has never tried to go around this. They have been open with the people. The Ramsey Resident goes to every resident in the City, and there was also an article in the newspaper. Everything was properly done, and the Council made a recomrnendation that this had to be open to the public. If Mr. Zaetsch does not receive the Rctmsey Reside~t he should let them know and they will get his inforrnation to him. Councilmember Strommen indicated at the July 7rl~ Council meeting, case #4 was a report from the Finance Committee regarding a proposal from BKV to continue desi~ work. That was a regular case and they did debate the issue. This case on the consent agenda is just a transfer of those funds. Finance Officer Lund noted this issue was presented for discussion as Councihnember Strommen has stated. She explained any time funds are transferred a resolution must be acted on. There was not a resolution attached to the case when it ,,vas discussed, and this case on the consent agenda is part of the July 27th action. Councihnember Cook stated this is all part of the Town Center planning, in which the City signed a development agreelnent that said the City would take possession of property there and put a City Hall there within five years of the time they signed that agreement. That also went through public hearings. Mayor Gamec stated the Council has handled everything in order and has made this open to the public. He resents the statement that they are not open to the public; he has never seen a City as open as this Council in informing the public. He feels they did an excellent job of informing the people. He thanked Mr. Zaetsch for his comments. Mr. Zaetsch stated the Council has imposed a surcharge, which is tike saying these are hard times, and the money is not there.
