We have reviewed the Bids, and have the following recommendations. <br /> <br />Well No. 6 <br /> <br />There were txvo bids offered on the Well No. 6 project. The low bidder is E.H. Renner and Sons from Elk <br />River, Minnesota with a bid of $318,322.00. As presented in the attached Bid Tabulation, the low bid was <br />approximately seven (7) percent lower than the second low bidder. Both bids were below the Engineers <br />budget estimate of $400,000. Therefore, we feel the specifications were not restrictive to force a non- <br />competitive bid situation. <br /> <br />The specifications and bid documents did not contain any wording or ambiguities so as to ~brce the <br />Contractor to build in additional contingencies. Therefore, we feel that the bids received were competitive <br />and responsive and rebidding of the project would not provide any cost.savings. <br /> <br /> E.H. Renner has completed numerous wells in the Ramsey area, including Well No. 5 for the City <br />of Ramsey. In our opinion, E.H. Renner is experienced in the type of work required for this project. The <br />company has fulfilled the bidding and contract requirements. We recommend that their bid be accepted. <br /> <br />Well No. 6 Water Transmission Main <br /> <br />There were two bids offered on the Well No. 6 Water Transmission Main project. The low bidder is W.B. <br />Miller Inc. from Elk River, Minnesota with a bid of $85,942.50. As presented in the attached Bid <br />Tabulation, the low bid was approximately seventeen (17) percent lower than the second low bidder. Both <br />bids were below the Engineers budget estimate of $185,000.
