Sept 9, 2004

Mr. Brian Olson, P.E.
Assistant Director of Public Works / Principal City En~neer
City of Ramsey
15153 Nowthen Blvd. NW
Ramsey, MN 55303-6140

Well No. 6
Well No. 6- Water Transmission Main
City of Ramsey, Minnesota
BMI Project No. M21.35604

Dear Mr. Olson:

Bids on the above-referenced projects were received and opened at Ramsey City Hall at 2:00 p.m. on
September 7, 2004. We have reviewed the Bids, and have the following recommendations.

Well No. 6

There were txvo bids offered on the Well No. 6 project. The low bidder is E.H. Renner and Sons from Elk
River, Minnesota with a bid of $318,322.00. As presented in the attached Bid Tabulation, the low bid was
approximately seven (7) percent lower than the second low bidder. Both bids were below the Engineers
budget estimate of $400,000. Therefore, we feel the specifications were not restrictive to force a non-
competitive bid situation.

The specifications and bid documents did not contain any wording or ambiguities so as to ~brce the
Contractor to build in additional contingencies. Therefore, we feel that the bids received were competitive
and responsive and rebidding of the project would not provide any cost.savings.

E.H. Renner has completed numerous wells in the Ramsey area, including Well No. 5 for the City
of Ramsey. In our opinion, E.H. Renner is experienced in the type of work required for this project. The
company has fulfilled the bidding and contract requirements. We recommend that their bid be accepted.

Well No. 6 Water Transmission Main

There were two bids offered on the Well No. 6 Water Transmission Main project. The low bidder is W.B.
Miller Inc. from Elk River, Minnesota with a bid of $85,942.50. As presented in the attached Bid
Tabulation, the low bid was approximately seventeen (17) percent lower than the second low bidder. Both
bids were below the Engineers budget estimate of $185,000. There~bre, we feel the specifications were
not restt4ctive to three a non-competitive bid situation.

C:\Documents and Settings~qgOIson.
